Homeland Security to Unveil Plan to Guard Against Small Boat Attacks

WASHINGTON — As boating season approaches, the Bush administration wants to enlist the country's 80 million recreational boaters to help reduce the chances that a small boat could deliver a nuclear or radiological bomb somewhere along the country's 95,000 miles of coastline and inland waterways.

According to an April 23 intelligence assessment obtained by The Associated Press, "The use of a small boat as a weapon is likely to remain Al Qaeda's weapon of choice in the maritime environment, given its ease in arming and deploying, low cost, and record of success."

While the United States has so far been spared this type of strike in its own waters, terrorists have used small boats to attack in other countries.

The millions of humble dinghies, fishing boats and smaller cargo ships that ply America's waterways are not nationally regulated as they buzz around ports, oil tankers, power plants and other potential terrorist targets.

They are touting it as some kind of neighborhood watch. Is this a cryptic clue of something going to happen in reguards boats carring nuclear or dirty bombs, or just fear mongering. Next Bush administration will tell citizens to be on the lookout for Al Qeada in our own streets.

I saw this on the news last night. It's the beginning of the "spy on your neighbor" campaign, on a national scale.

Already we have highway signs that say "Report Suspicious Activity." Not a request, but a command. I wrote a blog entry on this two years ago, or more.

Next will be the "watch for your neighbor buying fertilizer" campaign.

Initially the government considered creating a federal license for recreational boat operators, but that informal proposal was immediately shot down by boating organizations. Coast Guard and homeland security officials have toured the country in the past year to sound out the boating industry and its enthusiasts. While the government insists there will be no federal license, the strategy suggests that the government consider registering and regulating recreational boats.


Pretty soon there will be no way out of the country without being tracked. If the government is still only capable of checking 1% of all the cargo coming into U.S. ports, which is the last statistic I heard, then this will only be about further controlling the population and nothing to do with terrorism.

You got that right friend. If you're looking for the conspiracy in this, it's another step towards locking this country down - not to keep people out but to keep people IN. The REAL ID act, passenger lists for flights and cruiseships being approved by DHS, boaters requiring passports to travel 60 miles offshore, fingerprints being collected from people leaving the country. We are debt slaves and none of us will be allowed to leave this country with unpaid bills or outstanding arrest warrants. This is already in effect in the UK and has only been delayed in the US because of some hold-out states that haven't come onboard with the biometric cards yet.

They need to know which of us have our own boats now.

The government is creating a country of paranoid snitches and tattletales that will eventually turn neighbor against neighbor.
Programs like this one and the land version TIPS where the government asks neighbors, postmen, the cable guy and anyone else with access to your homes to report anything and everything that you find suspicious about your neighbor.
What will this turn into? A jealous or pissed off neighbor reporting you for "suspicious" activity, then the feds show up and kick down your door and ANYTHING they find will be fair game, hunting rifle, bullets whatever..
