Some change to the report made in code. Sounds like some N. Vietnamese propaganda sending word of false U.S. air attacks. DRV vessels ordered to "reenforce camouflage and to disperse."

This document is another report of intercepted communications from the Democratic Republic of Vietnam (DRV) after the Gulf of Tonkin Incident, in which the DRV attacked US Naval vessels on Aug. 2nd, 1964.

This message is hard to make out, but it looks like an update to other reports 18, 19, and 20. It says that “enemy aircraft bombarded VINH and DRV ships at Hon NGU”. “The DRV “Task Force” of Swatow 146 and ATTAR AG Vessels T-130 ELDVTIQEW were ordered to reinforce camouflage and to disperse”. This was probably after the US air strike that was ordered in retaliation to the two earlier attacks on the USS Maddox on Aug. 5th, 1964.

The Gulf of Tonkin Incident prompted the US Congress to pass the Gulf of Tonkin Resolution, which gave President Johnson authority to use military force to defend allies in the area and ultimately lead to the beginning of the Vietnam War.
