I think executing anyone involved in 9-11 would be destroying evidence, because 9-11 has not yet been properly investigated.

I think his fears a quite justified. On top of that, it would seem that the death of these people and the threats to the US that would follow, play into the current administrations agenda of propmoting the terrorist thread.
