Well, some people seem to think he was the mastermind behind a terrorist attack on the US. It was said to have happened one September eleventh.

EDIT to add: He is on the list actually, but not for 9/11.

created as a result of US foreign policy over the past 7 years?

I would hope that if the US was spending 12 billion dollars a week to find the US's most wanted, that they would find them. I expect no less here.

83,000 prisoners captured. Don't know how many al-Qaeda in there, if they even actually exist. No way to determine number created, since even sympathizers would be considered terrorists as well. You could be a terrorist and not even realize it.
