That's because he's rotating round his centre of gravity. His arms go down, his legs go up, but his centre of gravity is accelerating towards the
ground at 1/6th the acceleration he'd experience on the ground, which means the effect is far more noticeable than when it happens on the Earth, due
to our much higher gravity. Not to mention the lack of an atmosphere providing resistance to motion, not that it's great, but it all adds up to some
freaky movement. If he was on wires, his arms would get in the way and you'd see some external, hitherto-unnoticed force affecting him - suddenly
he'd jerk round or some other weird movement not caused by him interacting with the moon.
