Here again, another citizen was abused by the police for a minor infraction. What's most troubling is not that this is one "bad apple" acting on
his own, but that the police administration clears him of any wrongdoing. Again.

This reminds me of a comment Gorbachev (I believe, correct me if I'm wrong) made when he was being chastised by the U.S. president for human rights
infringements-- he said something to the effect that-- hey, in America, you can go to jail for not taking care of your lawn.
The point of the post is: Does the current increase in these events signal a definite shift in general police attitude towards the public? This is
not an isolated incident nor is the problem old news.
