OK hear me out on this. HAARP uses a ton of energy to blast a hole into the ionosphere. After this hole is made, the dishes that are used to make the hole act as receivers and tap into energy from the Van Allen belt and from the sun.
This energy collected is stored in batteries to get HAARP running again and used for batteries that are used in Nuclear subs.

Time for y'all to rip me apart on this....

hmm... I guess it would be remotely possible once the hole is made in the Ionosphere to collect energy from the belt...
