Bet they have had this for years...sounds a bit like tesla's "particle beam weapon:"

its a good possibility that it is descended from N. Tesla's original "death ray" design.

After the Gov took control of his papers, they tried to build one at wright patterson, there is even a picture of a guy posing with it floating around. Although they were able to build one mechanicaly they had no idea how to make it really work. That was in 1946-47 so they have had many years to perfect it.
The russians built one in the sixties, most likely based on tesla's original design work, since his papers eventually ended up in Yugoslavia.

The fact that they have patented the system indicates that it is already a working model. They wouldnt risk letting the information out unless they already had it working.
I bet that is what the airforce put up a few years ago, when they lifted the biggest payload, since apollo, that was totatly secret. Even members of the Senate Intelligence commitee weren't cleared to know what was on the BUS sized package.

The energy requirement for such a device will always preclude its use as a personal weapon, but I saw an interview with an International weapons expert, and he says the russians have developed a hand held micro-wave gun.
