I'm just going to summarize this for you guys. It's very short and the information is easily covered.

--Director of Station for the Radio Observation of the Ionosphere and Artificial Earth Satellites, R. Vitolniyek reports that there have been ever increasing reports of Soviet and foreign press of strange luminescent objects in the form of balloons and convex discs.

--Notes that it's impossible to determine origin of all sightings.

--Some objects that formed "ideal circles" tens of kilometers high that could not be compared with any known object.

--"Flying saucers" have also appeared many times over the territory of the USSR and Lepaya.

--Eye-witnesses say they are not mirages, but instead, flying saucers.

--Astrophysicists state that such an object would be of gigantic size with a ball like core in the center.

--Object changes color from red to blue according to altitude.

--Surface is dull rather than brilliant.

--May be capable of absorbing electromagnetic waves of various lengths which fall on its surface.

--Under perfect conditions, object may be able to become virtually invisible.

--Makes interesting remark about the possibilities of UFOs being confused for missle attack.

--Theorizes that UFOs are luminescent plasma formations of "colassal size", similar to ball lightning.

--The hypothesis that UFOs are messengers from other planets is doubtful. Although, there is no reason to discard them categorically.

My comments:

Short but interesting document. While they seem to believe there is a natural explanation for UFOs, they are by no means laughing at the idea. These guys seem to have a very open mind on the subject. If only there were more like them.
