Yea this was started by Rummy but they claimed they closed it down in 2002. Apparently it was not closed down more like letting the heat blow over.
Snip
The New York Times reported that the office, headed by Air Force Brig. Gen. Simon P. Worden, had begun circulating classified proposals calling for
using the Internet and clandestine operations to spread such disinformation.
Rumsfeld said the Pentagon has not spread lies and would never do so in the future. President Bush pledged on Monday that "we'll tell the American
people the truth."

that last paragraph makes me laugh if they didn't, why would they say they wouldn't do it in the future.
Information Operations Roadmap
The Department of Defense in the United States has developed a strategy for waging war through information, offensive network attacks, and multi-media
campaigns.
Snip~~
The 10 recommendations in the IO roadmap have a budget of $383 million for fall 2004 through 2009. Aside from this funding, an additional $48 million
per year is provided to “contract commercial sources for enhanced product development.” Products in this case are “multi-media campaigns”
using satellite radio, television, cell phones, and the Internet.
