I don't see why not. The only references to a NWO from a major government official that I know of are from Bush's 1991 speech and the recent remarks by Sarkozy.

Both statements envision the NWO as a concept referring to a world where there are some basic rules agreed on (i.e. human rights, democracy, etc.) and the UN is the arbiter to make sure that everyone follows these rules.

Sounds like a good system to me.
