This sounds like a myth to me.

It's interesting and fascinating to speculate, but I'm skeptical about this book idea.

I think it's more about the people. Think about it.

Actually there are 3 TYPES of security clearance. I have held a top secret clearance level one purely for military reasons, however there are actually 25 levels of "Top Secret" , the President is allowed only level 19, or so I have been told.

Imagine that, the President of the United States does not even have the highest clearance without a true national emergency and even then, can only see and be told of pertinent information. It makes sense though as they can only be in office for a maximum of 8 years, but heads of "black ops and other certain agencies "can be in office for decades.They have the highest clearances.
