Um, no. GWEN hasn't got squat to do with HAARP. It's not named after a woman, either, it stands for Ground Wave Emergency Network. It's for communications in the event that someone pops a nuke in the ionosphere, in which case skywave paths will be greatly screwed for months. Ground wave is not affected by ionospheric conditions.
