Sky's chief political correspondent Jon Craig went to the scene and said that one witness had heard a bang.
He said: "The top of the building is completely collapsed, it reminds you a bit of the Brighton bomb at the Grand Hotel in 1984.
There is a huge pile of rubble in the street and it is believed that the top two floors of the five-storey building have collapsed. Eyewitnesses reported hearing a loud bang or blast as the building collapsed. It is believed that the floors affected were undergoing renovation at the time of the collapse.
Around 50 firefighters are currently at the scene, London Fire Service confirmed, and two urban search and rescue vehicles are at the scene to search for possible casualties.
It has been reported that Ms Blears had held a meeting with a number of MPs in the building a few hours before the collapse, but a spokesperson said that her staff had been evacuated and none of them were injured in the incident.
