Dwarf trees are often normal trees grown on dwarf rootstock. Occasionally they can revert back to their original state. For example, I've a variegated(golden yellow) buxus (box hedge). When I was trimming it into a ball the other day I noticed some of the branches had reverted back to the normal dark green colour. To stop it all turning back to dark green I have to cut these off. My fruit trees are all grafted onto dwarf rootstock so if I see any branches growing from below the graft point I have to cut them off or they'll grow normal size i.e. too big for my garden.
