Looks like a failed rocket or missile launch of some sort.
Whatever it is, cool video. Wish I had it translated. How did the (I'm guessing) news crew know where to video ?

I haven't seen any other video or pictures from this incident, but if I find some I will be sure to post them.

I think this video was taken by civilian spectators.

I may be wrong on the date of when this occurred, but nevertheless, it is very interesting indeed.
