North American Union "parlimentary" govt.

It looks like the working model for a North American Union's govt is here, and will be similar to a parlimentary system. 10 universities from the US, Canada, and Mexico are sending students to the 3 respective countries,alternating annually, to work on implementation of a central govt. for the three NAFTA signatories.
