The N. Korean Missile Test

Unless programmed by Russia, does it mean anything at all? The Russians invented the first Space Station and Satellite. Russia has 10,000 nuclear weapons. Do we care about N. Korea at all until we consult with Russia first?

The thought we dread the most is that Russians may and probably believe that we Americans always think that we defeated them in the Cold War. What kind of reaction can this cause???
