Long time lurker... first time poster (be gentle)

Does anyone have further information regarding the following short news story. A welder/inventor has created a very effective arc welder/ HH0 hybrid auto.

I have always wondered what technology was held back from the populace because of world economic market concerns. Filling up with water afterall... seems to be as free as breathing air.
