This article describes a newer way of launching and retrieving UAV's, seems to give the military added INTEL collection capability for SPECOPS and speeds deployment of the UAV around the world.

P.S. Someone in the UFO forum (I think) had a video of UFO's either plunging into water (ocean) or landing on the water. Could this be one in the same?
