Hello all,

I am new here, but I have been reading all of the posts. With that being said, I was just wondering if there was an conspiracy behind the handling of Hurricane Katrina?

Just wanted to throw that out there.

No.

The report is now released. It was just an accumulation of various bureaucratic factors at several levels, starting at DHS, to FEMA, to the state, parish, and city levels of government.

Plenty of blame to go around, including some to Congress itself for failure to pass enabling legislation.

The report also lists several positive actions where things went well.
