The governments putting together a computer system to monitor everyones personal information for cross indexing.

This is a new program that may have been on the table.
It will cross index MVA information with other IS systems like IRS, credit card, travel and other information to access individual threat levels.
Of course we could just use DNS department of imigration and naturalization services to monitor people who are not american but that would be too easy
because people who live here are mad at the government too.
