It was a Cat 3 when it hit. But remember the track shows eye location, Cat 4 winds could've easily still hit NO before it weakened to a Cat 3. The storm surge was huge with Katrina. A good majority of Biloxi was damaged by storm surge. But does anyone care about Biloxi, of course not it's always about NO. Plus you need to remember about the past storms that went through the surrounding area. Like Frances and Ivan in 2004, then Dennis hit before Katrina. With all those storms hitting, those leaves where already taking a beating.
