the hoe zone layer

The hole in our o-zone layer hasn't grown tremendously over the past years.
Perhaps it was all the nuclear testing in the pacific between the 40's and 70's that really did the damage.
Is there anyway we can really patch up what they have done to our only line of defense from the sun harmful rays?
