Legitimacy comes from the people alone.

If all of the people are not free to have their vote count then the vote does not represent all of the people.

The fact that the 3 province rule is very close to being employed, and that the people most likely to vote against were the ones who did not get to vote creates the perception of fraud.

You don't have to suppress all of the voters to change the results.
