(quoted material)

' The Moon's soil is impregnated with nitrogen that came from Earth's atmosphere, according to Japanese scientists writing on Thursday in Nature, the weekly British science journal. '

Not sure if this has been discussed on here as of yet. Would make a for a very interesting topic of discussion if anyone could find out more information.

The key word is "may" not "is".

The soil on the moon may contain nitrogen from Earth's atmosphere, Japanese scientists propose.

And they are only proposing. So just another guess.
Here is a good link though.

Moon soil contains no fossils of plants or animals, but when this soil is placed on earth plants, they seem to grow better.

Moon rocks are composed of minerals including aluminum, calcium, magnesium, oxygen, silicon, and titanium. Some gases are also trapped in these rocks, such as hydrogen and helium. These gases are said to have reached the moon by solar wind.

That's exactly how I was about to say they probably got there!

Well, the common consensus is that the Moon was originally part of Earth (was smashed off by asteroid impacts about 4.5 billion years ago during the formation of the solar system). It shouldn't be surprising that we share common elements including rockbound gases. Although solar wind delivery of elements does sound plausible. The Moon is 'downstream' of Earth for 7 out of every 28 days.
