Why didn't the government say the black outs were a terrorist attack? It started in Canada, so no fault of the government. It hit a wide spread area that caused confusion and so forth. Well, why not?

The government could have used this to get more money. Think about it! "Terrorists have struck our power systems, give us more money to prevent this."

Then, "Look at how open we are to attacks, I think the government should take control of all power stations." This would help for when the NWO wants to take over. How? NWO gets ready, BAM! No more power, they sweep in, and that is that.

Seems to me someone was sleeping on the job. If NWO/government is so big and smart, why did they blame this on what actually happened? Why not twist the story to their benefit and use it to gain more power? Not saying I am dissapointed they didn't do this, but if they so great, why they screw this opportunity up?

NWO could have used this to sieze control of the North America power stations/grids and been able to shut the power off for the big day they took over.

Probably because they told the truth.
It was no terrorist attack. No training run. No alien strike. No hackers. No conspiracy.
It was merely an outdated grid system in need of upgrading and repair.

You've just argued your point with logic. That logic states that the government was telling the truth.

The government IS using this to get more money:

There are pros and cons.
You say that money was made. But there were also millions and millions of dollars lost.
The NYC administration lost well over $750 million!!! Things like subway fares and the like hit them really hard.
Then take your individual businesses and their loss of trade. Theatres on Broadway were losing millions. Food stores and restaurants lost spoiled stock. One restaurant lost over $50,000 of wine alone!!!
The cost to insurers will be astronomical. Cap this with the people who will take out lawsuits against the electrical companies and it's swings and roundabouts. Their shares may have risen now but what of the future? The electric corporations are going to have to spend money on the grid - that's going to cost them more than any quick killing that they make now.
