I don't think paranoia comes into the discussion
Just a realisation of the way the world is, which is the way we collectively shape it
To get and spread the realisation, and to relinquish the fear is to change the pattern and to disarm the controllers

As a result, it actually has less steel in its construction than was usual for buildings of this size.

From what i recall about the building of the pentagon, steel was used as little as possible because it was needed for the war effort. The pentagon (also from a hazy memory of a documentary) was intended to be a storage facility, huge floor space filled with filling cabinets.
