In fact, if these glide kinetic warheads fall on some object in some country, then with destruction equal to a nuclear explosion, nuclear weapons themselves will not be used. This rules out the possibility of nuclear war.

ANY ICBM launch is considered Nuclear so yeah non nuclear ICBM will be seen as a nuclear missile and will get the same response.
