I just read on Vice that they think some guy in Ohio invented the game in the 1980s.

That's funny. Ha Ha Ha.
I was playing it in the 1960s, about 1964 to be precise.

We went by the finger rule. If you successfully stick your finger in the hole, you get to hit the circle maker twice, instead of him hitting you once.
So if you make the circle, someone sees it, then makes the move to stick their finger in, you just open the circle, laugh, then punch 'em in the shoulder.

The devil told him he could pick which room to spend eternity in.
In the first room were people standing in # up to their necks.
He didn't pick that room.
In the second room were people standing in # up to their waists.
He didn't pick that room.
In the third room were people standing in # up to their knees, eating donuts and drinking coffee.
The man says "Well this doesn't look too bad."

So he's standing there eating donuts and drinking coffee for a couple of minutes,
then the Devil comes jogging by the door wearing sweats,
looks in and says, "Okay, coffee break's over, back on your heads!"

Especially when hitting someone in the shoulder is your measure for hitting.

One time a guy came up behind me and broke a board over my head.
I turned around and he started running.
When I caught up to him, he cowered while I punched him once in the shoulder.
He stood there with a puzzled look on his face.
When I thought about it, it seemed that the punishment didn't quite fit the crime.

We played a variation. As I've never heard of the 'circle game.'

Our game was called 'slug bug.'

Anytime time you saw a Volkswagen beetle you called out 'slug bug' and slugged someone.

When kids knew how to amuse themselves

Ohh yes, also known as Punch buggy (no punch back).
I never knew the OP was called the circle game though. Nobody I knew ever called it any kind of game. It was just something you tried to get over on your friends with. It also did not matter if you asked to play or not, because it was never really thought of as a game. It has always been treated as an unwritten rule from my experience with it.

Our game as young punks in Aussie land was "Knuckles".
You and your opponent would lightly touch the front of your fists together so your knuckles were level and lightly touching.
Then whoever's turn it was has to try to hit the others knuckles with a fast downward slash of thier fist without the opponent moving away first, rapping thier knuckles with yours, and generally quite painfully especially after several successive hits.
It was a test of speed and reflexes and going up against one of the champs could be a harsh lesson in pain, frustration and humility!
