Unfortunately, Mitch McConnell has the right of it. All those 'present' votes can be inferred as a 'yes'. They're just afraid that the American people will reject them if they admit what they actually stand for. They WILL be a yes vote if the Dems ever have enough to pass the thing.

Some were perhaps implicit yes votes, but I'd warrant that many of them were just abstentions based on party lines - not when ideological lines, just party.
