In the 2003-2004 fiscal years not all Navy personel who requested (CO) status were approved. The lone officer was.

Was this a bad judgement call on their part? Did they not believe they would have to be responsible for invading other countries and killing other people?

Were they just scared to go to war? Below I added the document and the Navy's policy on (CO)

It's suprising to me the number is so few. If they wan't to get out, why not let them?
