Allies to Become Less Important?!

Perhaps this is one of the possible reason's for the US 'snubbing' the UN, France, Germany, Russia, etc.?!
Its also interesting that HAARP was mentioned but HAARP may not fall under classification as a 'new generation' of weapon.
