The software should indeed be GPL'd. Then people with real knowledge of programming could examine and test the code to make sure it is secure. The hardware should either be standard hardware or have the specs published so that computer engineers could verify it too.

And yes, thank you for arriving at the only real solution! A trusted and incorruptible voting machine in every home for people of voting age! Then again, democracy is too much for the people (except for foreign nations where it needs to be delivered by carpet bombing!) so you keep on making your silly little vote every four years and pray that things will change.
