I think it would be dumb to use known criminals, generally if you want to get away with something stealth is important.

But it is stealth but with a bonus of leading the investigation into an easy narrative. You hire a hitman that hitman hires a couple gang bangers to actually do the hit.

The gang bangers do the killing you kill the gang bangers and you are left with what likely happened with Seth. An investigation going after a dead end and focused on a gang banger incident.
