That passage you quoted says NO such thing as you are suggesting. I can assure you, my ability to comprehend the language in which it is written is exemplary, so I am not misreading it.

Unless the passage contains words to the effect that occupation may continue until such time as peace is achieved (which, lets be clear here, it absolutely does not, in any way shape or form) your read of the document in question appears to be entirely wrong.
