It looks like some of the Obama leftovers in the IRS are still salty from that devastating election loss and are hitting back against all the attacks trying to kill the ACA. Just more political games from the IRS, imagine that. It's not like Obama "weaponized" the IRS into a political entity that specializes in witch hunts only involving conservative groups.
actually, the IRS cracked down on left and right wing entities during the alleged conservative witch hunts
But following President Donald Trump's executive order on Obamacare in which he instructed federal agencies to remove the "burden" of the law, the IRS decided that it would not reject those 1040 forms with a question that asked whether the filer had health insurance left blank.
However, the Jan. 20, 2017, executive order directed federal agencies to exercise authority and discretion available to them to reduce potential burden. Consistent with that, the IRS has decided to make changes that would continue to allow electronic and paper returns to be accepted for processing in instances where a taxpayer doesn’t indicate their coverage status
Health policy experts had predicted that the stricter imposition of the penalties could drive more enrollment and help rebalance the Obamacare exchanges' risk pool, which have so far been sicker and more expensive for insurers than expected.

Your post sums it up in a nutshell. But as I've said in other threads on this ObamaCare subject, before 1.1.2017, the IRS had no way to verify if you had health insurance/coverage, or not. And they still might not have that ability.

Or is the IRS scratching for revenue to make up for the fallout from doing away with the reimbursements.
