From what I recall, Silverstein signed a lease for 99 years for the WTC in June of 2001.

Silverstein leased the WTC complex (twin towers and ancillary buildings like WTC 4,5,6

He owned WTC 7 outright being built some 15 years after the rest of the complex

it was rebuilt and opened in 2006

Why give a guy who was 70 in 2001, a 99 year lease on a buiding? And if it was leased, from who? I thought he owned the building, as he got the insurance payment?

I wasn't trying to suggest that the federal government's assessment was the final word, only that it was in all practicality. The case you refereed to where the goverment's claim was refuted, the government was a party to the case. In Silverstein's case, it was not, but was an unbiased third party.
