The action against the voting was not taken by the Crown, it was a government decision. The Spanish king has more or less the same powers as the Portuguese president, he can only nominate the President of the Government (the name used in Spain for what is usually called Prime Minister in other countries), but then the parliament accepts or not his nomination. After that, it's the government that's the responsible for all internal and external policies.

It was the government that sent the police to Catalonia, it was the government that changed the law so the big companies (mostly banks) can change their head offices without listening to the share holders to allow those companies to move from Catalonia to other regions.
