This seemed more to me to get some actually SDB combat drops in a Raptor than anything else

Just the cost of the Harvest Hawk conversion (not the C-130 itself, which is 70M or so) is more than the acquisition cost for any of the OA-X contenders. Start doing the operational cost math on four engines, fuel, etc, and it quickly shows why that plan falls apart.
