Yes they are concerned with the constitutional issues in the bill that remove power from the President.
That language is going to be changed so the President retains his ability to direct foreign policy.

Putting sanctions on country's like NK is easy small isolated no military that is Mobile ( that is important .
having a million men is one thing moving them is another .anyway we ( The US can sanction Russia to our hearts content . But no sanction can be enforced .
