"I submitted my resignation to President Bush twice during that period and told him that ... I felt that he ought to make the decision as to whether or not I stayed on. And he made that decision and said he did want me to stay on," Rumsfeld said.

In his CNN interview, Rumsfeld said, "What was going on in the midnight shift in Abu Ghraib prison halfway across the world is something that clearly someone in Washington, D.C., can't manage or deal with."

"I have no regrets," Rumsfeld said.

Just a slick PR move IMO. Rumsfield had no intention of leaving. Just to put it out there that he wants whats best for America, and if that means him leaving, then that's what he'd do. Yeah right

Rumsfeld has tried to resign at least three times during his time with the Bush administration and Bush has refused his resignation each time. Rumsfield realizaes how much of a moron Bush is!
