It must have been approved by the Obama administration considering this facility is on American soil, no?

Since when does the Executive Branch of the Federal Government "approve" or "disapprove" the transfer of stocks and/or the ownership and the sales or takeovers of corporations?

If you think Obama and Hillary approved selling out Uranium One to Russia's state owned RosAtom was the only one, think again. Last year Saudi Arabia's state owned oil corporation Saudi Aramco was approved by the Obama administration of taking over America's biggest oil refinery, the Port Arthur refinery located in Texas. Selling out strategic natural resources to foreign states that abuse human rights and do not share American values of freedom and human rights should be barred.

Since 1980 at least: 15 US Code S1, aka "the Sherman Act"
Every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several States, or with foreign nations, is declared to be illegal. Every person who shall make any contract or engage in any combination or conspiracy hereby declared to be illegal shall be deemed guilty of a felony, and, on conviction thereof, shall be punished by fine not exceeding $100,000,000 if a corporation, or, if any other person, $1,000,000, or by imprisonment not exceeding 10 years, or by both said punishments, in the discretion of the court.
The Legislative Branch makes Federal Law. The Judicial Branch reviews Federal Law. The Executive Branch enforces Federal Law.

Shall we google some trump transactions and his subsidiaries going on as the president? And exxon transactions for our highest diplomatic official?
Or shall we google when the last time any executive branch personnel was fined or imprisoned for at least 10 year for brand promotions and overseas deals or calling a dictator a great guy due to brand affiliation in the Phillipines....
Was there something about the Aramco buy out of the Royal Dutch Shell Corporation's ownership shares that was in violation of federal law, some laws that the Executive Branch neglected to enforce?
