I just came across this article, and thought it was quite interesting, and a good idea. Mohammed al-Zobaidi, a local commander of the Iraqi Guard,
put up flyers with his cell number on them encouraging people to send him tips about impending attacks.
Apparently this is working quite well, giving Iraqi's an opportunity to text message a single officer they trust, and not be overheard by anyone
passing the info along.
