Why is ATS loading in Chinese?

Thats exactly the image I had in mind. Back in dial up days, it always looked liked that as everything loaded slowly one at a time. I mean the internet in general, not necessarily ATS.

I see it on my phone sometimes when I am not using the wi-fi and my data is near the max.

I remember the dial up days. Used to be a sysop of a BBS back in High School. Playing Tradewars2002 and LORD. Good memories. Used ASCII code. This looks nothing like it. And that screenshot was to tiny to really see if that was what I had, but from what I could Gage I'd say it wasn't.

I had this issue once, I'm certain(ish) SO told me it was because I was accessing the page without typing the www. first
