after viewing about a few thousand kite images I am almost sure it is a kite. The picture is always from the side where the wind is pulling it.

I remember seeing this video in the early 90s on cable tv. Looked like a flying house.

I can't make out anything really even if I full screen it. It looks like a lighted window and some sort of balloon on the other side of it.

It looks as if they are looking straight up at it.

I am assuming it is a candle driven plastic bag with something trailing from it. www.instructables.com...
