The Bone is in bad condition. they had to remove it from combat missions lately in Syria, Iraq and Afghanistan because of the need to fix them. Again.
There were some stats recently posted here and the Bone was really, really bad even compared to the B-2.

They'll keep the Buff's as a intercontinental nuclear deterrent. They need them to fill that point in the nuclear triad. The Buffs can do a better job of that than the bones.
