The MS suggested fix is to use system restore to before the permissions were changed. Not useful if it happened ages ago.

Failing that, there is a probable fix:

First uninstall Java (you can reinstall the latest version afterwards).

Then, change permissions to Windows default by using Tweaking.com "Windows Repair AIO" program. Follow the preliminary steps (to the letter, especially going into 'safe' mode) then run the file permissions repairs (takes ages).

Hope it fixes it!

Better and easier. There is a process on that page I linked to that uses JunctionBox.I just performed the TakeOwnership i had installed .

Thanks, I did see it but didn't give it much credence at first.

Reading into it (and testing the program) has changed my mind and I've now added it to my toolbox.

First know that if you are able to remove it then that does not mean the issue that caused the problem will be resolved, but I will lend some advice.

if you go to C:\Documents and Settings\all users you will probably see that the application data folder looks like a shortcut. This means its a junction or symbolic link as discussed. You do not want to delete this.

Open a cmd prompt you can do this:

Notice my junction points to the programdata directory. If you have a wildly recursive junction you should just be able to navigate through an elevated command prompt and use RMDIR as I previously stated. If you junction looks okay, then you need to remove the offending subdirectory from the ProgramData directory using the elevated command prompt. If you dont know what directory to remove, then just live with it. It looks harmless.
