Plus I am sure there are multiple private webcams and police cams, all pointing towards the Tower and inside the tower.

Yeah if it turns out to be tourist, how dare they do what many tourists do, and have a ruck sack? Now if it was/is a terrorist, he's the dumbest one on record, for being so obvious!

From what the articles say it opens at 9:00 AM, as they say that it was closed for 4 hours and opened at 13:00.

Then it is not really a question of why he was there, it is what he was up too. A ruck sack may not be explosives, it could also be a sniper rifle. To be honest if he was going to set explosives off, high level is not the way to go for damage OR mayhem.

What I find most suspicious is that 3 people would be on the Eiffel Tower at 5 AM - there are specific opening and closing hours, and I doubt that it is open at that time.

They were right to question it.

Many people jumping off(with parachutes, whatever) tall buildings were hiding before closing time to ..erm, obtain their goal - jump, and land safely.
I cannot find doc on this...they explained how it works there, you know.
They even were dressed like maintainers, tech staff, etc to get into game.
They do it just for fun/adrenaline rush, definitely NOT a terrorists...
