Except the police lack of restraint is the issue and they are blaming it on the mentally ill. Shoot first, no other options used. No they are not smart enough to restrain or use tasers or mace. Growing up, when I was learning to shoot, the way it went was, "Don't shoot unless you're prepared to kill," as in there is a possibility you may have to. When did that turn into, "Don't shoot unless it's too kill."

Maybe that was a parallel universe or something. Or maybe it's in the interpretation of, "Never aim at anything you are not willing to destroy!"
